I've heard many make this observation. I think the difference is, that Hawn and Streep come with built in affection from the audience even when they are playing despicable characters. That simply can't be replicated and it may have been wise to give Hilty and Simard something more to play than nastiness. The lack of emotion makes the stakes low and the show feel hollow.

It appears they are going for pure camp, but in that case you need the kind of depth that Charles Busch can bring to this type of character. Simard could have delivered that, but not so sure about Hilty.
