It's funny. I'm deeply opposed to the cutting of "Hills of Tomorrow", both of them. And I stand ferociously (FWIW) by that "That Frank" is a still-born song, and that "R&H" was fantastic... but I'll also say that for the show they turned Merrily into, R&H probably does not fit or have a comfortable home in that scene, because it is full-force youthful and dynamic and satirical. It sounds like the original vision/version of the show (the far superior one), as does much of the score, *especially* the opening title song, which despite the surgical work that was hastily done on it (by a what feels like a half-present surgeon trying to just get the patient out in time for lunch), still absolutely feels like it was written to be sung from the minds, hearts and voices of high school seniors. It's a bit of a strange bird song regardless, but if you listen to those lyrics on that music, it just doesn't sound right anymore.. especially coming from a group of people we haven't met, have little context for in terms of why they are singing to us or to Frank or what their perspective or stake is, and who we mostly won't see again after the first scene and who have no stakes in the story unfolding or the asking of their question ("how did you get here" etc), or the potential answering of it by Frank/the show. Whereas in the original version they absolutely did.
