I work at the Performing Arts Library. And no, not everything on Broadway is recorded for the TOFT archive. That has never been the case. For many reasons, some shows close with no video capture whatsoever being made. On a previous occasion when this question was raised on ATC, maybe ten years ago, I determined that about two-thirds of everything on Broadway at that time was taped for the archive. The other 30% or so was not.

As for Off-Broadway, yes, TOFT has taped hundreds of Off-B'way (and Off- off-) shows dating back to 1970. But I believe the percentage is much lower for Off-B'way, in terms of what gets taped and what doesn't.

Incidentally, TOFT has also taped many shows in other cities (the Long Wharf in New Haven, the Goodman in Chicago, etc.), although this hasn't occurred much in recent years.
