I'd guess Donna's TV scheduling commitments were the reason for the Wonderful Town delay with Murphy having shot two 1 season TV shows in the time between.

First, the sitcom 'What About Joan' on ABC with Joan Cusack which premiered in the Fall on 2000, a few months following Encores Wonderful Town concert staging.. then she filmed the crime drama 'Hack' on CBS which premiered in the Fall of 2002.

If they had tentatively planned to bring it in during the 2001-2002 season, after 'What About Joan' was cancelled, those plans may have been quietly delayed following 9/11, with the 2002 season having only 2 entries due to the abrupt slowdown of productions rushing to Broadway (especially musical revivals).. with the National transfer of Oklahoma! with Patrick Wilson, and the Dodger revival of Into the Woods with Vanessa Williams as the only two. If there had been more confidence in the Broadway market at the time and she hadn't been involved in 'Hack', this could have been the best season for Murphy (and probably the production) to win at the Tonys.
