I wonder if it might have been thought that Rogers' voice at that point, while fine when coupled to the rest of her performance, was just not going to be a voice that one would want to listen to without the surrounding performance.

I recall hearing that, when Rogers replaced Judy Garland opposite Fred Astaire in 1949's THE BARKLEYS OF BROADWAY, a lot of music destined for that film was cut because it was felt that Rogers was not up to performing it. And that was quite a long time before she was doing MAME.
